Project Advisory Committee (PAC) of ‘Nuton Jibon Livelihood Improvement Project (NJLIP)

The Social Development Foundation (SDF), on completion of its second phase popularly known as Social Investment Program Project-II (SIPP-II) in 2015 started another bigger operation titled ‘Nuton Jibon Livelihood Improvement Project (NJLIP)’ in August 2015 with wider geographic coverage in the sphere of poverty alleviation aligning its goals and objectives with the Sustainable Development Goals (SDGs). The NJLIP, a US$ 220 million project, has scheduled to complete its implementation in June 2021. With the intention of ensuring proper implementation of the NJLIP, the Ministry of Finance, Govt. of Bangladesh has constituted the ‘Project Advisory Committee (PAC)’ with a group of individuals, who hold senior positions in different ministries and are also extraordinarily skilled and experienced to bringing in unique knowledge and skills to augment the understanding and proficiency of the project management and implementation personnel. As per its constitution the PAC holds meetings on a quarterly basis, analyze the targets and achievements and provides further suggestions for improvement of programs.

 

The functions of the Project Advisory Committee (PAC) are stated below:

 

  • Contributing to the Committee’s purpose and objectives as outlined in the Project Appraisal Document (PAD) of NJLIP; 
  • Providing strategic advices for proper implementation of programs;
  • Advising the implementing agency on major developments in the field of poverty alleviation;
  • Serving as a guide of professional advice within his/her own area of expertise, and identifying new opportunities;
  • Monitoring programs for identifying niches for further improvement;
  • Monitoring budget utilization and physical progress of activities as outlined in the project implementation plan;
  • Checking that procurement of goods and services are ensured properly in line with the approved plans;  
  • Advising SDF on fund raising from different sources for ensuring long-term sustainability of the organization;
  • Providing high level oversight to ensure good governance, transparency and integrity across the programs;
  • Identifying best practices and provides suggestions for replication across programs;
  • Providing an oversight to enable the project to pilot innovative ideas and disseminate its findings in PAC for consideration and replication; and
  • Evaluating the implementation of agreed actions suggested by the World Bank Mission in its Management Letter and Aide Memoire after concluding the Implementation Review and Support Mission twice a year during life span of the project.
