Workshop On Public, Private and Peoples Participation Lessons
from Rural Piped Water Supply Pilots

Objectives of the Workshop
The objective of the workshop is to undertake a participatory
assessment by the key stakeholders of lessons from all the
pilots, which are either in operation and or have reached
substantial completion, with a focus to ensure long term
sustainability of the schemes.
The workshop is expected to provide a platform for the three
main stakeholders: the people, the private sponsor,
and the public sector (SDF, DPHE) to make
an assessment of the successes and challenges of the pilots, in
empowering the people to receive improve services from sponsors,
the sponsors capacity to deliver water supply services to the
people, the efficiency of the service providers, and the quality
of the services.
The Workshop Process
The two day workshop will be held in one of
the field stations close to a fully operating piped water
supply. Through a participatory process the workshop will be
designed to enable a cross-section of different stakeholders to
analyze the successes and challenges of the pilots in the
technical; financial; and social aspects.

Day one – first half
participatory assessment: Participants will have the
opportunity to listen and learn from different village schemes
from the perspectives of the people/consumers, the
sponsors/service providers, as well as from selected local
government representatives and the SDF.

Day one – Second half field
assessment: Following the intensive sharing of individual
scheme experience from the stakeholders perspectives,
participants will next move to one operating piped water
scheme to observe and discuss with the consumers including
vulnerable, poor and rich segment of the community on the
quality of water supply service, the water use pattern, the
water availability, tariff and payments, O&M and other issues.

Day two – first half plenary
session: Participants will reassemble in smaller groups to
analyze field findings and compare with their individual
village situation, identify generic issues and new lessons
applicable to improve their operations. The workshop will
conclude with a session where stakeholders from each
individual scheme prepare and present a roadmap for long term
sustainability by prioritizing key lessons, solutions and
steps to be taken by the individual scheme stakeholders to
ensure smooth implementation, operation, maintenance and
monitoring.
