A Synthesis Report on Development Impact Evaluation Initiative (DIME), Dubai

 Salient Outcome of the Participation of the SDF Team in the DIME workshop, Dubai, 31 May to 4 June 2010.

  • SDF  up-breasted the  skill, knowledge and experiences of Impact Evaluation and development linkage with renowned experts of WB and other Research Team.
  • More rigorous Impact Evaluation Methodology is introduced for Natun Jibon Project (SIPP-2);
  • Commitment for providing Technical Assistance for implementing Randomized Impact Evaluation Methodology/Studies  were assured from WB by attaching Mr.  Elliot Mghenyi, Economist, WB and DIME continued support for upgrading and sharing Impact Evaluation studies;
  • Experiences of SIPP Model were successfully presented to the WB team and representatives of different WB funded projects were participated and presented their activities.
  • Participating experts and Researchers were shown keen interest in undertaking studies on the various aspects of SIPP model. Prof. Erwin Bulte, Ph.D, Wageningen and Tilburg University and  Prof Ryan Sheely, Ph.D, Harvard University expressed their eagerness in undertaking research work and already gained experiences of SIPP;
  • DIME of WB expressed their interest in arranging further workshop and shaping of Randomized Impact Evaluation experience and funding ME studies.
  • Ms. Asli Gurkan, Goverance Specialist, Social Development Department, WB offered us assurance for technical assistance in Participatory Impact Evaluation Methodology.

 Background of the DIME Workshop

On an invitation from the World Bank and SIPP initiatives, a 4-member team of SDF visited Dubai from 31st May to 4th June 2010 to participate in Development Impact Evaluation Initiative (DIME), World Bank. The whole workshop was organized by World Bank, DC and project experts of 12 countries participated in this workshop to improve operational quality, building capacity through joint evaluations and shared learning generated from respective projects. The main content of this workshop is “Impact Evaluation for Real Time Decision Making”.

The Development Impact Evaluation Initiative was created in 2005 in the Bank’s Chief Economist Office with the objective of generating knowledge on selected policies. DIME promotes a results-based model for the Bank’s operations. The objectives of DIME are :

  • Improve the quality of operations through iterative learning
  • Strengthen client institutions for evidence-based policy-making
  • Generate knowledge on critical development questions

It would not have been possible to gain in-depth and applied knowledge of Monitoring and Impact aspects  for addressing poverty reduction unless the visit was arranged by the World Bank. WB also help SDF management to nominated this team.

We deeply appreciate the support of SDF’s management as well as the World Bank to organize the learning workshop.

Workshop Description

From 31st May 2010 afternoon, Day-1 started and Ms. Arianna Legovini, Head, Development Impact Evaluation Initiative (DIME), World Bank facilitated the whole workshop since Day-1 to Day-4. The following events had been followed in the workshop :

  • Knowledge on Impact evaluation and test;
  • Existing Evidence and Unanswered Questions about Posy-Conflict Operations, Community Driven Reconstruction and Livelihood Interventions;
  • Impact Evaluation Method and how measure conflict, Social Capital, Casual Inference and Randomization;
  • Group Exercise/ Impact Evaluation Clinic-1 : Goal for the workshop and break-out project/country specific;
  • Practical sampleling;
  • Participatory Approaches to Impact Evaluation;
  • Case Studies- I : Burundi DDR;
  • Introduction to Qualitative Methods;
  • Case Studies- II : Experience with Impact Evaluation in Guinea;
  • Case Studies- III : BRA-KDP in Indonesia;
  • Group Exercise/ Impact Evaluation Clinic-2 : Research Questions, Indicators & Data;
  • Quasi-experimental methods-I & II;
  • Case Studies IV, V & VI : Challenges of Impact Evaluation in Fragile States;
  • Group Exercise/ Impact Evaluation Clinic-3 : Impact Evaluation Design;
  • Operational Issues in Implementing an Impact Evaluation;
  • Group/Country wise presentation : Each Team (Country) present their planned evaluations focusing on evaluation questions and impact evaluation design to obtain feedback from audience and research team;

Generally session in each day started from 9:00 hrs and ended 7:30 night. Based on Day-1 to Day-3 discussion and learning, we prepared a presentation focusing on SIPP-2 activities and shared in the open forum on Day-4 (slides....). After presentation and feedback, we have re-design Impact Evaluation document which is being attached with this report.

On 4th June 2010, Mr. Abdul Momen expressed gratitude on behalf of Bangladesh Team to all participants and World Bank team and thanked them to organize such workshop. The workshop was ended on 4th June 2010 afternoon.
