The
Social Development Foundation (SDF) started implementing the
Social Investment Program Project (SIPP) in Gaibandha and
Jamalpur in 2003, as the Human Development Report 2000
identified the two districts as the country’s most impoverished
areas. About 950 villages have been brought under the
SIPP in its different phases over time. Now, SDF is also
implementing two projects,
Notun Jibon Cyclone Recovery
Program and Flood Restoration and Recovery
Assistance Program in
different areas. The project areas are as follows:

2. Project Areas (Cyclone Recovery
Program)
The Post Sidr
Livelihood Restoration Program will focus on the worst affected
districts (including Patuakhali, Barguna, Bagerhat and Pirojpur),
covering about 10 to 11 of the most affected upazilas, about 49
- 53 Unions and 550 villages. About 150,000 affected families
will directly benefit from the employment and livelihood support
activities. However, the infrastructure rehabilitation and
local-level institutional development will indirectly benefit
approximately 1.0 million people.

3. Project Areas (Flood Restoration and Recovery
Assistance Program)
SDF is
going to implement the
Flood Restoration and Recovery Assistance Program
in
254 SIPP villages of Gaibandha and Jamalpur districts, and 100
more non-SIPP villages of Jamalpur, and Sirajganj
districts.

Key Focus of Notun Jibon program :
-
Empowering communities-
especially women and vulnerable families- and building their
capacity and institutions to lead in identifying, planning, and
implementing investments; managing funds; and monitoring
compliance with their rules;
-
Prioritizing support to poor
and vulnerable families unable to
regain their livelihoods without targeted interventions;
-
Mainstreaming disaster risk
reduction measures as part of local
development plans, employing a holistic approach to reducing
risk to lives and livelihoods;
-
Focusing on immediate employment
needs at first, but within a
longer-term vision of sustainable livelihoods;
-
Building and strengthening systems at the local level that
incorporate participation, inclusion, self-help, transparency,
and accountability; and
-
Linking
with other programs funded
or managed by IDA,GOB, other donors,
NGOs, MFIs and the private sector, to ensure synergy and avoid
duplication.

4. Project Areas [Nuton Jibon Project (SIPP-II)]
The proposed project would cover 1,500 villages, benefitting about 300,000 target households, with about 3 million populations, directly and indirectly. The project would also further strengthen the on-going village organizations and community groups being supported under the current program; and would help them form networks of federations and producer groups (so-called second generation institutions). In total, Phase 1 (including three additional financings) and the proposed project will benefit approximately 800,000 target households, and about 6 million people directly and indirectly. It is assumed that each village has a size of 350 households. The number of households directly benefiting will be 200 households called the Target households.
